The jobs main purpose is to deliver high quality contracts and tendering service together with the management of the Procurement Team across a 3 month period. Liase closely with internal clients and prioritise contracts, purchasing work load and resource allocation. Report to Head of Procurement & achieve best value within a sound governance compliance framework and implement appropriate procurement policy and procedures reflecting prevailing EU regulations, UK Government, DCMS and BL Accounting rules.

Main responsibilities include:

. Close management of the Procurement Team on a day to day basis

. Internal client expectations are met and work planned strategically ahead and prioritised

. Delivery of purchasing, contracting and e-tendering requirements to all areas for the supply of Goods, Services and Works

. Establishing and maintaining a credible focal point in the Procurement Team for the central receipt of contracting and e-tendering requests

. Monitor and maintain the progress of tendering and procurement tasks

. Reporting regularly to the Head of Procurement to advise on activity, seek support and approval where required on Contracting and resource issues

. Supported by the Head of Procurement, lead on complex contracting and e-tendering requirements as well supporting the Procurement team on all types of contract requirements

. Challenge requirements and any other aspect of the procurement as appropriate to ensure optimum value for money is obtained

. Provision of a co-ordinated approach to Corporate Planning, Directorates and DFM’s to establish and manage CPU future involvement and forward workload

. Provide a proactive contracting consultancy service encompassing advice, guidance and leadership to Directorate business units interpreting and implementing new legislative or governmental requirements with particular reference to EU tendering activity

. Management of the Purchasing function, against quality and service level criteria agreed with the Head of Procurement

. Minimise risk for contractual and tender activity by proactively ensuring due diligence and best procurement practice

. To provide guidance and agreement of tender / contract strategy to be undertaken on a case by case basis, with close management of tender activity and decision processes, forwarded to the Head of Procurement when required

. Support with the Head of Procurement the strategy and application of the "Accord" Contract Management Tool and Corporate Database

Main Tasks include:

. Identify and develop opportunities for new tender opportunities / corporate contracts, through robust planning processes and early engagement with key internal stakeholders

. With the Head of Procurement support the implementation of CPU strategy to ensure a professional and commercially focused approach meeting the needs of all stakeholders

. Engage with internal customers to develop effective relationships and actively promote both the mandated requirement and associated benefits of the use of CPU services

. Manage and monitor performance of the Procurement team and progress against strategic objectives and ensures these are transparently and objectively reported to the Head of Procurement

. Supervision of Procurement team work to maintain compliance with all procurement regulations and delivery against value for money savings targets, sound commercial principles and efficiency gains
