Reporting to the Head of Resource Management you will have:

A good standard of education with proven experience in resource planning; must be willing to participate in relevant and continuous professional development. 
Proven ability to plan ahead, negotiate, influence and resolve conflict through effective communication and interpersonal skills. 
Knowledge and experience of using management information systems and duties planning with proven ability to prioritise and work to deadlines, produce accurate and quality data. 
Excellent IT skills (ability to use word and excel to intermediate level) with proven ability to understand complex, bespoke technology; in particular, DMS, command and control and all associated systems. 
Proven ability to monitor, advise and control the effective use of resources by contributing to the implementation of accurate audit procedures, cost control measures and feedback from lessons learnt. 
Proven leadership to manage and motivate a team, using own initiative, unsupervised, and in a rapidly changing environment. 
Knowledge and understanding of WTR.

Key responsibilities:
1. Contribute to an improved delivery and implementation of the resource management model and provide a feedback loop that makes recommendations with regards to changes in policy, process and procedures.
2. Define a people development programme which enables resourcing staff, and those of the leading business functions, to realise their potential and deliver quality services against the Resourcing programme
3. Manage welfare, demand, development and appropriate skills training of the Duty Planners to ensure team has relevant skills mix and 24/7 access to up to date guidance, policies, processes and procedures that support delivery against the Resourcing programme.
4. In consultation with business leads, contribute and respond to shift pattern and organisational changes, regularly review demand profiles and effectively manage abstractions that align and maximise resource availability and force resilience levels within the current policy and legislation.

Essential skills and experience:
Understanding and resolving conflict with the ability to recognise when to escalate. 
Resolving fast time internal/external demands whilst maintaining “business as usual.” 
Ability to motivate a close knit team and ensure that they are communicating and implementing approved program of actions. 
Being pre-prepared with a portfolio of information to inform local area meetings and undertake the role of local expert to advise on implementation and resolution.
